IMO The good Dr trusted the system, his whole career he worked with trust and goodwill. He even was able to understand and forgive harm caused by ignorance, or unforseen consequences. This "emergency" lifted the veil for him. When the data is not recorded, actively hidden, posting and publishing delayed, if communicated silenced, and when exposed it points to wanton harm of entire populations. He is fighting the good fight. We need hundreds like him.
