  1. Pharma has the same problem as banking. The research has to be separated from the commercialization, same as consumer banking must be separated from investment banks. The failures of the SEC are similar to the failures of the FDA (regulatory capture, revolving doors, toothless enforcement). Please note that I confess I have no idea how to achieve this separation.
