Totally in favour. Glad the problems are being identified early. As others have said, these projects have a long term "if you build it they will come" aspect that make them risky, high cost, high barriers of entry.

Zoning is gobernmental control over means of production. The "justification" of pollution externalities is a red herring. Moving or grouping the smokestacks did not solve the pollution problem. But it allowed gobernments to enforce control for politcal gain.
