The availability of time to do this safely is evidence that hunger was not a pressing issue. Neither was violent death, as you don't make necklaces while at war. Food, water, safety are all measures of "wealth" The reverse side of the above is that burying the "luxury goods" means that there is no accumulation of wealth . And it makes sense, in a society where most trade is barter, most coin is a perishable foodstock or animal. There is no concept of savings, or even inheritance. Maybe even property is just becoming a thought.
