Very few people have INTERNAL awareness, wisdom and strength to refrain from being cruel. This is "shocking" only if you reject all human known history. Please note that a reward is not necessary to prompt cruelty (the teacher does not HAVE to profit from the learner's pain)... only impunity is required. Mobs, anonymity and governments are the source of cruelty because they can offer impunity.
