the root of the problem is cultural The spanish legal system is arranged around (the king, the government) giving you "permission" to engage in a business The english tradition is a "registry" at best, but you never ASK or GET permission With that as a base, the people accept that governments can tax and threaten individuals at all levels of economic activity.

It is a myth that the "leaders" are different (better or worse) than the habitants Venezuelas are descendants of slaves, the civil wars decimated economy and population, the hard working inmigrants were mocked because... they *worked*. When mocking was not enough, they were expropiated ALL WITHTHE APPLAUSE OF THE "people"
