  1. Arresting Surovikin as a result of an armed rebellion sets a terrible precedent for any government. Putin is telling the citizens of the entire federation that 1- you need an armed uprising to make changes 2- armed uprising works! You will get the changes you want at gun point. 3- if you do it "just right" you will NOT be punished, and even get a sweetheart deal This is a bad look, a bad precedent, but above all it is an un-forced error by Putin. Why would Putin make this mistake is the only thing that matters
