The cables for fast charging could be more expensive per kw, like premium gas. If you put a price difference (time is money) the issue will solve itself

First: I take issue with the "equitable" requirement. The grid has never been "equitable" Why are underground lines only used in populated areas, while rural folk are left with ugly posts and huge power lines crossing the land? Isn't beauty and the horizon part of the "equitable"? Guess "equitable" means different things to everybody... so it cannot be a goal nor a metric. Arguing for "equitable" should start by burying all transmission lines. But that is not on the agenda, because "equitable" is a urban dweller thing. And rural folk can go eff themselves because the votes are piled up elsewhere. Secondly. Given that incentives for rooftop solar have had un-intended consequences (affecting grid reliability)... the solution is not "different" or "better" incentives. We have just proven we are NOT SMART enough to dream or design such incentives. The real solution is NO INCENTIVES at all. We should be humble before we delude ourselves to think we are clever. Third and most important. The whole discussion about incentives, equity, society, group, reeks of "government control" and government regulation. It is not said expressly, which is dishonest. It is actually carefully danced around the fact that these incentives were ordered by government . Utilities had no use for rooftop solar, and they were shoehorned to comply. And then have had to spend more money demonstrating the perverse effects of government meddling into industry. All these added costs were placed on consumers. Finally. It is now evident that without subsidies and incentives renewables are NOT economically viable by themselves. Never were. They just shifted some money from one pocket (grid maintenance) to some special interest group (solar panel manufacturers). Consumer is just a pansy.

Stale gasoline was a thing when lead was used to improve octane rating. That stuff did evaporate quickly, it ate away at gaskets.
