The shift from candles to gas lights, and then to electric light bulbs, had similar discussions and opposition If heat (cooling) is the largest draw, and the water heater already proves heat energy can be stored efficiently with minimal losses... maybe it is time to think out of the electric domain. Insulated phase change tanks can store heat. They are cheap, have no moving parts, insulation is well understood and are not pressure vessels. Instead of going to an "emergency" resistive strip, you draw heat from the insulated tank. Any heat loss from the insulated tank actually is lost to the space inside the insulation envelope, so it is not "lost", just released slowly.
