  2. Most people want to hire people bright enough to be able to cope with the mess but not intelligent enough to refuse to keep making things worse for short term gain. If software maintenance was taken seriously i.e. boldly decide to delete crap, fix or rewrite what they rely on or need - then recruitment and retention wouldn't be a problem.
