Humans don't want to live in large numbers even in Antarctic and most of Greenland, which still are tropical paradises compared to Mars, so even if going to live on Mars was possible now, only few would go to live permanently, and some would be so dissapointed because of extreme number of difficulties, that they would go back in a year or two. And terraforming? That would take at least a millenium. By that time, considering trends of birth rates everywhere, human population will long pass its peak, decline, and be even less than it is now. One planet will be enough for that population. Or some psychopaths would suggest making people go to Mars soon against their will or make people reproduce more in the future against their will? Just in order to make what they (a restricted group of people, who love idea of colonizing space more than they love their mom) want to happen?
