Those dachas are far from cities and jobs, many have very old houses, and located in settlements, which don't have permanent water supply and central heating cause those dacha settlements were made specifically for summer habitation and gardening not for permanent living.
In our dacha, for example, the house is heated with small incredibly old fireplace, like ones which existed in old old trains (my grandpa worked on railway and brought one when it stopped being used there), so we need wood for heating, and the house is old and badly constructed, so it is warm enough to live only in the summer, and sometimes not even the whole summer, plus in the winter the only water supply is the well, and the year-round store is far away, and the railway station is far away and the city is even further away... Well, you get the point
