The amount of people who simply come has never destroyed any legitimacy, in some regional elections 10% of voters vote, yet everyone forgets about it, and it doesn't destroy legitimacy of a new governor or local parliament. Only more votes against than for can destroy legitimacy or at least not let them win as easily
