Well at least the winters there are not -40C cold. In Russia some villages don't have central heating still, and people have to use wood, and some poor old people simply don't have that much, so they have a lot of problems in very cold winters. Heck, I even read once about the USA, in Pine Ridge reservation, some people almost froze to death without wood in the winter

No, Russia mostly has water, sewage, central heating, gas and electricity. But there are some villages and towns with severe problems with those, and some places even in big cities. Infrastructure needs to be maintained and improved constantly, but since the 90s the government is not doing that as much as they should. That is why some villages still stay without gas

In Russia - usually for two weeks. There are some places where it doesn't happen, but in small towns like Vyborg, where my parents live it does
