Zhirinovsky's own views don't influence much the actual policy of his party's members in regions, because Zhirinovsky is a puppet of Putin, and many people in the regions just get into his party in order to get into politics somehow, because it is insanely hard to do that without party membership, so many people in parties like LDPR and KPRF in many regions are based, while others are puppets of the United Russia, like leaders of said parties
