Romanovs were fine with our ancestors being enslaved in serfdom for centuries, even after this economic model became non-viable, just to appease the aristocracy they kept it alive for decades. And Soviets with all their downsides, managed to rise the literacy rate, access to medicine etc. in first 20 years of their rule better than Romanovs did in centuries.
