I bet even people who believe in a boogeyman of "low birth rate is a disaster" understand that better no pro-natalist policy at all than something like that. (In Russia where I live government just gives a certain amount of money for a woman who gives birth to a second, third etc. child. At the same time economic situation and quality of life in general are not improved in this country. Policy is ineffective, government incredibly corrupt. Smart people realise that, they will not have more kids just for empty promises).

40:00 - there are still many people in former USSR states who think Stalin was great leader and in his times country was great. This is very similar attitude to what pro-Putin people think about Putin, by the way. It seems many people here in Russia were taught for centuries to value some crazy "greatness" (country being ahead of half the world, being feared, government doing what the hell they want to their own citizens and other countries) as a biggest value. Mentality most people have here... to talk about all crazy things I would need hours and much better communication skills.
