  3.  @lemsip207  make a parliamentary republic. And presidents in those can have their expenses minimised. Or even better: how about we ditch the outdated idea that there needs to be "a head of state"? One person being a "head of state" in a democratic nation where every ministry has its own field of work never made sense to me. My own country was always screwed by "heads of state" no matter how they were called. I just don't believe that such a position should exist in modern countries!
