  1. Yeah. We tend to forget that human level of intelligence is not that big. In fact, humans are not even able to control most of their instincts using conscious thinking, so I wouldnt call that "intelligent" at all. Thus, level of intelligence much higher than that of humans is more than possible. And much more intelligent organisms wouldnt consider us even remotely intelligent. Also, if one day we invent superintelligent AI, it will probably treat us their pets. And that will be right

  2. I think that everything is more simple: civilisations are crap. When "intelligent beings" evolve on some planet, they have too big chance to kill each other and destroy everything. This will happen on this planet, for sure
