  2. that is why there are indexes of citation - there are lists of journals that are credible, and if a journal starts publishing shit all the time, after some time that journal is removed from any credible list. Every system with such list counts only citations of works published in journals included in the list. If someone publishes works only in scam journals, no matter how many works they publish, the citations of such works will not be counted. For example, there is such system in Russia, and recently several hundred of journals were removed from their list, because they were publishing any shit for money.
