Actually, the £22bn figure comes from a Treasury audit published in July 2024, showing an unexpected overspend in areas like public sector pay and the asylum system. Labour claimed they discovered this after coming into office. However, some experts, including the Institute for Fiscal Studies (IFS), pointed out that many of these pressures were predictable, though the scale of the overspend was larger than expected. So while it's debated how "unexpected" it was, the £22bn shortfall itself is real.
