Economically...it would be rough but could be smoothened out with a little common good will(despite Kenya and Uganda's little trade wars), geographically, I don't see why not, politically tho, that's another story. Tanzania and Kenya have a love-hate relationship, where Tanzania had a protectionist President(Museveni RIP) who was constantly messing up commerce with Kenya and that left a bad taste in the mouths of both Kenyans and TZs...tho his replacement Pres. Suluhu has been more forthcoming and diplomatic, whether that will spread to the rest of the TZnian govt. remains to be seen. Speaking of TZian govt, it is a one party state and many of its opposition leaders have fled to hide in Kenya. Uganda has an autocratic leader committing crimes against humanity every year and his political opponents whenever threatened keep running for safety in Kenya. And also the autocratic regimes of Uganda(Museveni) and Rwanda(Kagame) have their own little beef that has been cooking up for decades now and then there's the thing between Rwanda and Congo as well.
It's just, the political will to make this happen currently just isn't there in the moment, in the future however, late 2020's early 2030's that might change...
