  1. The blueprint is already in place with MP Materials rare earth's deal with US DOD earlier this year. And guess what, MP Materials jumped 50% when the deal took place, AND is now trading at 52wk highs today. The problem is that rare earths is mostly mining... but semiconductors is much much more complicated (esp with the terrible IFS management & ability to execute).
