  2.  @a-drewg1716  I agree we see them commit a crime on video. However, I believe, technically, the use of word perpetrator is not legal term to describe legal guilt. It describes an action. Per the Google online dictionary: Suspect: a person thought to be guilty of a crime or offense. Perpetrator: a person who carries out a harmful, illegal, or immoral act.
