If someone is at high risk of being laid off... it may be wise to start looking for a new job before you are laid off. Trying to get a new job while still working means you still have value in a new employers eyes... vs those who already unemployed may be looked at differently (why were they laid off while others didn't... was this a poor performer... was this a troublemaker... etc).

@BobbyLoo-jr8ys Learning "new skills" rarely work out for existing employees who are close to layoff/being fired. This is a lie that is told by companies to give employee hope... when there isn't any. Even if they weren't in immediate jeopardy, learning new skills are for basically entry level or non-mission critical roles... of which, they can prob just hire the new skillset they want at a lower salary. Senior leaders, managers, or individual contributors typically make it to their level because of speciality knowledge or skills... and not "learning" a new skill on the side or part-time. This is the unfortunate truth.
