He appears in the very first scene and helps setting the mood, he's present during the entire wedding scene, he consults Johnny Fontane, he declines Sollozzo's offer, he gets nearly assassinated, he gets welcomed home after having been in the hospital, he's crying over Sonny's death, he arranges a meeting with all the Mafia bosses, he's got a touching conversation with Michael, and then he dies from a heart attack. How is that "barely on screen"? That's practically every important scene in the movie

I've seen a video with every scene he's featured in, and it's 40 minutes long. Villains usually have 20-30 minutes of screen time or even less

How the hell does he have little screen time? He's featured in almost every scene after being introduced with the exception of the parts where the Narrator doesn't understand where he is
