There's already a list for "Bad guys gone good"

Tropes, elements, and characteristics that have been used so much that it's starting to become old and predictable, as well as unoriginal

I think there is, yes

J.K Simmons was amazing as Terence Fletcher though
1
+Cherish Fiction The cliches can also work pretty well in satires
1
+Nate Landherr And he was arrested for cannibalism in the first place and we later see him eat two police officers. His last line is also "I'm having an old friend for dinner" (literally) Heck, he was even named #1 movie villain of all time by AFI

Neutral characters usually do immoral things but with good intentions. Being a cannibalistic serial killer and clearly shown to still not be completely harmless is not being "neutral"
1
Being a psychotic cannibalistic serial killer who eats "liver with some fava beans, and a nice chianti" is not a charecteristic of a hero nor an anti-hero, and him helping Clarice seems to be more because he has a grudge against Buffalo Bill Like I mentioned, he also appears on multiple villains list, pages, and articles

Nate Landherr Deadpool is a mercenary, Hannibal Lecter is a cannibalistic serial killer. What more do we need to explain for your juvenile head to understand?
1
Nate Landherr That's like your opinion, kid. Virtually everyone else is able to see it. I guess you don't see characters like Norman Bates, Gordon Gekko, and Tyler Durden as villains either
1
Nate Landherr A character doesn’t have to be the main antagonist to be classified as a villain, kiddo
1
Nate Landherr That doesn't matter either. The street thug in "Gandhi" (played by a young Daniel Day-Lewis may I add) is also a villain despite appearing in only one small scene But hey, just go out and kill a random cop by eating him. Don't come crying to me if you get arrested. I can just imagine you in court saying "But the cop I killed was not important, and I'm just chaotic"
