It used to be here in the US, when a building contract was begun, it was bonded, "a form of protection for the owner against non-payment, lack of performance, company default, and warranty issues." In other words it was insured that money would be available to finish the job per plans and specifications, even if the contractor couldn't finish the job.

IMO, Prince Charles was right, I have always thought this was an ugly building. A lot of modern architecture doesn't have the craftsmanship, beauty and harmony that lifts our spirits and inspires we the common people.

@NickatLateNite ~ IMO, if it was good enough the building would still be standing. The fallen building looked not damaged after the fall, it must have been fairly well made. But it was the foundation and bad drainage that was crap

We know for sure "THEY" will never tell us the whole truth about things like this and that is for sure.

This project needed a building permit, so the Government knowingly allowed architecture plans to be built, drawn by a man who was not a licensed architect, this had to be known. The unlicensed architect knew that drainage was a problem, and he tried to get the proper drainage installed, but higher powers rejected his idea, no doubt to save money. ~ I think what what really happen here is a situation where the more powerful players such as the developer, other licensed "professionals and the government wanted to blame someone else, and in this case the unlicensed architect who was the least powerful player.
