  1. The driver lacked proper vehicle registration, and normally this is not an arrestable offense, then there was no reason to force him out of the car and handcuff him. There was no crime and no obstructing justice. ~ It's strange that it involved 4 cops, for a man without proper registration! The driver should have been fined, warned or both, and that's the end of it! ~ Everything else the cop did was wrong. If the cop knowingly made false accusations, then he should be punished and fired, and if it was just bad judgement, I as a citizen would want him off the police force for that reason alone.
