  1. CCP should get it's priorities right, it should first build stormwater management systems into their cities and urban areas to prevent such flooding as this, and protect life and property. Then government can focus on mass transit freeways, passenger and freight rail and eventually High Speed Rail. Stormwater management systems are the basic building blocks necessary for the foundations of all city structures. ~ CCP is the model for criminal government.
