Even without an agreement moving towards Russia is a stupid idea and threat to the world Part of the agreement between Russia and the west was that Russia allow Germany to be reunified . German reunification is proof there was an agreement Even when something is in writing it isn’t necessarily legally binding . The Budapest memorandum for instance was not legally binding according to the Americans . Written memorandums are not legally binding. Whereas verbal agreements are BTW . The first ones to breach the Budapest memorandum were the Americans when they breached Ukrainian sovereignty by staging a coup in 2014

Russia fulfilled its part of the agreement the west did not Wilhelm brings up that old chestnut the Budapest memorandum which was a written agreement but not legally binding . So Wilhelms claim that only written agreements are legally binding is nonsense Verbal agreements are binding . The fact that half of the agreement was actually carried out ( German reunification ) is evidence that an agreement was not only reached but partially implemented.
