  1. I'd say it did create terminal damage in both cases, just not the terminal damage anyone wanted to deal with. A lot like most risk assessments dismiss out-of-hand, multiple casualties, because it makes analysis 'too hard' ..., of course, Reality doesn't care. as TMI and other Events demonstrate ... At that point, all you have is Barbie & Ken Risk Assessment -> "Risk Assessment is Hard [tee-hee]" What did the ships' systematic risk assessments demonstrate?
