I don't know the treaty, war planning, or logistics/administrative repercussions of changing them to Fast Battleships, but employment show them not being considered as valuable for their throw-weight as for their speed in employment, and were not 'revered' for their place in the 'final showdown' as were the 'proper battleships'. Was it a question of 'prestige' and maskirovka 'blue smoke and mirrors'? Consider how the Zuikaku and Shokaku were looked down upon because they were not "The Good Ole Boys" of the Kido Butai and then apply that kind of quaint, 'warrior culture' self-delusion to the Kongos, too. Your analysis documents the hard quantitative reasons along with the actual employment qualitative realities, so battlecruiser masquerading as a battleship is good for me, too!
