Additionally, Engineers are apocryphally not effective communicators, however, the REAL, ACTUAL ISSUE IS GOOD engineers are not effective communicator WHEN THEY DON'T WANT TO BE.
When they are behind schedule and have problems they don't understand, and think it is THEIR FAULT they don't know, very bad things happen to the flow of information and communication.
This is NOT helped by management that does not know how to read the room and figure out the engineers are being reticent because they know THEY will tacitly be blamed, annually reviewed as below expectations, and be looking for a new job to pay their mortgage and feed their (perhaps) families.
Project management driven with a whip from above and using motivation by threat, however unspoken and plausibly deniable, makes a HUGE difference, and is where things go really wrong. Been in several large 1000 MW power plant projects along with trying to follow the unspoken whims of government using a ouija board, and project management is a burnout career, along with the people trying to help the project managers.
