The US tried Littoral Combat Ships which might be a class to deal with this kind of small vessel, but the utter failure of that class due to material failures and inability to make the 'modular mission packages' actually WORK on them has led to them being discarded and replaced by real blue water units. The US is already far beyond your thoughts, and I suggest you get a copy of the FIRST edition (not the current second edition) of Hughes' Fleet Tactics to see there has been work on small warships and drone clouds SEVERAL DECADES ago.
