  17. These are typically issues that can be solved at government level . That the population was not content is the REAL ISSUE on the part of Uganda government . Why did the government not consult the population on this major project ? If they did they could from the beginning agree with the Chinese to reserve lets say 40% of cargo to be transported by local enterprises and not solely by train . These contracts should be negotiable whenever such problems arise . From what i see of China they are flexible enough in seeking solutions . I see this as an opportunity for both Uganda government and local enterprises to work closely together . China builds everywhere in China itself and also there they encounter resistence to projects that are not serving locals properly . They are use to negotiate . Go for it , Uganda business and government .
