@minhng7208 It was not " giving " . It was an administrative measure . They had all of Russia divided to maximise production and empower poor regions which Ukraine was one of them . Many huge industries were consequently built there something that already was implemented in the time of Catherine the great .

We had already the treaty of Tordesilhas that divided the world in 2 parts , one for Spain and one for Portugal with the blessing of the Roman Catholic Church.
