  1. Which beaches are you refering? If you talk about Portugal some places do have a problem due to illegal construction in dunes. Usually people with money and connected to the local governments. Some places in the South , region of Faro decided to put a stop to these constructions which was a bold move due to conflicts with the population. But in the long term that is the best option because the dunes need the space to move .

  2. Portugal has low population and not enough growth. They eat a lot of fish poultry and veggies.
