If I moved there I'd gather together anyone renovating property and we could order our timber, plasterboard, plumbing supplies and roofing materials together so there's only one delivery charge. We could allocate a drop off somewhere like a carpark (with prior planning and consent), and we would then wheelbarrow our respective supplies to our properties en masse, with someone standing guard over the carpark full of supplies until everything was moved. If everyone worked together it would go really smoothly. Also, I think the new residents could help older locals with the odd bit of renovation, perhaps fixing shutters, repair steps, and patching up plastering. Once building spoils such as old plaster, masonary, broken tiles are removed, they could be taken to the carpark location and put in a builder's skip. The renovators could pay for a collective skip. Each renovator could set up a Youtube channel. They could possibly do Airbnb, and get more tourists to visit.
