  4. Ensure that UK ministers and health staff visit quarantines. Take experts not talkers. NZ just assumed that everything was good. The top level managers passed security staff employment to second level contractors. The second level contractors hired low paid untrained security staff so that they could gain a cut themselves. Sounds silly but true; until numbers started rising. NZ stepped up once the idiocy was found out. It is working more securely now. Learn from our mistakes and as we did, go hard and go early.
