  2. Don't forget, the rationale for expanding this outside of private vehicle owners is because the intention of those in power is to disenfranchise everyone from private ownership of vehicles. Which is also why they're targeting movement - which could also include pedestrians! Credit, payment and survellance to leave your own home, President Xi would consider this too authoritarian!
