  3.  @royboy565  okay let's get things straight - the UK Parliament is made up of 3 parts, the House of Commons, House of Lords and the Monarchy. Bills introduced by the Government have to be agreed by MP's via voting. The Bill is then passed to the Lords for their agreement and finally any Bill to become law has to gain the seal of approval by the Monarch! So let's say the Government want to pass a PR BIll. MP's support the Bill in the HofC and the Lords do too. But the Monarchy rejects the Bill because the Monarch feels it unnecessary as the present system works well and has worked for the past 300yrs or so. What are you going to do then? Protest outside Buckingham Palace? Good luck with that!!
