  1. A democratic choice at a national level cannot work. Because people that do not like the outcome (being out-mobbed) have no realistic way to escape their country. But when applied at a city scale level, this might change enough to have market force effect that constrains mob-rule (and runaway socialism). On top of this people are more interested in their own place on the world. And for the love of ... why do we want someone in City A to dictate what City B must pay to him via a ballet box?
