  1. All you proved with your explanation is that the 9th circuit needs dismantling, it operates as a political branch. I would go as far as declare it a criminal organisation that undermines the legal system (lock all active members up for treason). It would be different if other sections of the legal branch supported the 9th political moves, but it always seems to be alone.
