One could interpret this as "ethnic nationalism" within a republic as being the closest to the best system as we can possibly get to. Human nature and all that! And no people, that does not mean there are no exceptions and everyone is of same race...just a system where it is mostly true and has a core identity that exists in a whole nation. Everyone playing for the same team if it were and truly in it together on the big issues!
