I think this seal is a bit naive, he assumes the division in society is not real and that everything can stay the way he always remembers it was. Its that idea of what it was that he is willing to protect and with that take he is just another facet of the problem. Once its clear the "camps" are politically drifted far aparts, the most logical thing to do politically is to divorce and the most practical way is by state. Say CA and a few others go on it alone and can do their open borders thing where everyone is welcome (except white people, got to keep those nasty buggers out at all costs). The seal does not realize its already a civil war that has to be brought to a conclusion, be is trough a divorce or trough force. And as long as he does not realize this, he is on the bad side...whichever camp he chooses.
