  1. The public will pay for the investments (via their governments), and the profits will go to the big players as it always does. I say this because the energy/cooling required for the datacenters come from markets that are largely under government control and governments always fall for the con that investing to support the big players will lead to job growth. There is no free market at play in these matters...at all.

  2. I had to laugh at the "arrogant programmers" comment. There is also a problem of arrogant people working for customers that think they know how their business works (hint: they often don't) and have no idea about what can be done cost-effective with IT and what cannot. AI has one advantage however and that is quick iterations based on directions. But without conscious testing for proper functioning, that power is next to worthless. Programmers will become those directors and testers, not the end-users!
