  1. All by design, not incompetence...they know what they are doing and just don't care about the people living there and paying for everything. This happens when the top layers of society are corrupted, you glide into a banana republic at breath taking speed. They set the incentives, bad behavior gets rewarded, not fixing things get rewarded, speaking up or not paying whatever they want on time gets super-heavy punished.
