Actually, that's not quite true as the Moon orbits the Earth in the same direction as the Earth's rotation, so it would cross the same place earlier. Further, the Earth orbits the Sun, so from noon to noon requires the Earth to rotate a bit more than 360 degrees. That also means the Moon would cross the same place in less than 24 hours. And the obvious answer is you're not restricted to looking in one direction. When you watch moonset, you only have to wait half a day and turn around to see moonrise.
