@Zizzy616 I'm afraid that you don't get it. Children and seniors, the poor, all are parsed in to political identity groups. You can't truly help the nominal recipients that way. If you truly care about those things start up your own group and comply with disclosure laws and lots of Citizens will donate to these worthy causes. The US government can only do these things better than the private sector when it has to occupy a country or territory temporarily. The end of WWII and the Marshall Plan was really the best choice at that time under those conditions. Pretending that we still have to follow these kinds of "emergency measures" is stupid. And corrupt. And bad for all free societies. Even in the highest profile cases where "multilateral forces" went in under UN auspices the supplies are always taken by the aggressors. There's a standard joke about dropping money from helicopters and that truly would be a better choice than what we've been doing.

This is primarily a slush fund where leftists ingratiate themselves with corrupt politicians around the world. This is actually what the Clinton Global Initiative was all about. Pay for play would not mean much if they didn't have this taxpayer funded till to play with. It was probably important during the Cold War with Soviet Russia.

What they have wanted since they clawed their way in to power in DC after losing their slaves is "soviet" or "council" rule, just like Lenin, Stalin, Mao and Xi.
